yes~because raiou just cannot search for decks and add it to hand,but extra draw can~like trade in and allure of dark can be used~so i think dark bribe can also~=)
Cards can be drawn not only during the start of Draw Phase, but also by a card's effect (like "Dark Bribe") during any phase. So "Thunderking" allows players to add cards by drawing them also by card effects

Rai-oh prevents non-draw additions to the hand from the deck.
Because "Dark Bribe" causes a Draw, it is acceptable.
